Constitution

  1. Titles
    The association shall be known as Monasterevin & District Anglers Association.

    1(a). The association waters are as follows:

    River Barrow: From the Footstick Bridge to and including the Sally Island on both banks. From the Sally Island to Dunrailly Bridge on the left bank (east bank).

    River Figile: (Black River) From the Slate River to its confluence with the River Barrow on both banks.

    Slate River: From the Bracknagh road Bridge to its confluence with the River Figile.

    The above boundaries shall be exclusive for paid up members of the association.

    Grand Canal: From Ummeras Bridge to the new Motorway Bridge. While the Grand Canal is free for all to fish, the association holds competitions on it and our waterkeepers patrols it as part of fishery protection.

  2. The above association shall be non sectarian and non political.

  3. Objects:
    The objects of the association shall be:

    3(a). To take all possible steps for the enforcement of all laws relating to fish protection and perservation and to prevent the taking of fish during the closed season.

    3(b). To take such steps, and promote such legislation benefical to the propagation, development and protection of fish, and oppose legialation prejudical  to such interests and the interests of members.

  4. Constitution:
    The association shall be managed by a management committee, consisting of:

    4(a). Chairman; Hon. Secretary; Hon. Treasurer; and five ordinary members elected annually at the A.G.M. The committee shall have the power to co-opt four other members. The Chairman shall have a casting vote only. The association may also elect a President, Vice Chairman, Assistant Secretary and any sub committees and liason officers deemed to be a benefit to its members.
    4(b). The number of committee members to constitute a quorum shall be not less than five and all decisions taken by the committee shall require a two thirds majority.
    4(c). Committee meetings consisting of committee members and invited persons only shall be held on a monthly basis and the committee members shall be notified in writing by the Hon. Secretary one week prior to the date of the meeting.
    4(d). Any committee member failing to attend three consecutive meetings without submitting a genuine excuse acceptable to the committee shall be deemed to have retired and a suitable replacement shall be co-opted.
    4(e). The rules of the constitution shall not be altered. admended or added to, except at the A.G.M. which will be held before March 1st of each year, or at an E.G.M., which may be held on the written request of two committee members or 25% of ordinary members at any time during the year.

  5. Membership

    5(a). The annual subscription shall be (senior) €25, (junior) €5 and day tickets €10, payable on or before April 1st each year and shall entitle members and temporary members to public liability insurance.
    5(b). The committe shall at all times reserve the right to refuse application for membership.
    5(c). Free life membership shall be allowed for each riparian owner.
    5(d). Restricted members of the association shall have no voting rights at any general meeting.
    5(e). A membership card and a copy of the associations rules shall be given to all paid up.members.
    5(f). Members failing to pay their annual subscription in accordance with rule 5(a) shall forfeit their membership. They may, however, having paid arrears re-apply for membership.Subject to acceptance by the committee at an ordinary meeting, such members shall receive membership cards by return post.
    5(g). All intending new members must be proposed by two committee members and then passed at an ordinary meeting before membership is given.
    5(h). The minimum age of a senior shall be 16 years of age on or before the 1st April of the year of application. Junior membership will be given to any person below this age.
    5(i). Full senior membership will be only given to persons who live and have a postal address in Monasterevin. Restricted membership will be given to persons who live and have a postal address outside Monasterevin.
    5(j). New applicants for full senior membership will require to have at least three years restricted membership prior to application.

  6. Members shall respect the property of landowners on association waters, failure to comply with this rule may render a member liable to suspension.

  7. The committe shall appoint four membership officers to accept applications and issue receipts. These officers shall return monies and applications to the secretary on a weekly basis. Membership cards shall be available from the secretary.

  8. Members may approach any unauthorised persons found fishing and report their names and addresses to the Hon. Secretary or other committee member.

  9. Rules:

    The standard club rules in conjuction with the constitution shall be printed on membership cards and shall be as follows:
    9(a). (1). Trout under 11 inches must be returned alive to the water.
    9(b). (2). Membership cards must be carried on association waters at all times.
    9(c). (3). Only one rod to be fished at a time.
    9(d). (4). Bag limit - 4 trout.
    9(e). (5). Use of white maggots for trout is forbidden.
    9(f).  (6). Any member found fishing illegally shall cease to be a member.
    9(g). (7). Members must respect the property of landowners at all times. Failure to do so may result in suspension.
    9(h). (8). Membership cards  and catch must be produced on request to water keepers.

  10. Water-Keepers:

    Water-keepers acting on behalf of the association shall at all times keep strictly within the guidelines laid down by law and printed on their water-keepers licence and shall refrain from the use of "False accusations, words or actions" which could render them liable for slander or defamation of character.

  11. The association shall not be responsible  for any accidents, however caused, to any of it's members, and shall not be responsible for actions taken by any member outside the rules of this constitution.

Trout Competition Rules

          The Check-In

  1. The check-in will be at Finlay's Angling Centre between 9.00am and 9.30am unless stated otherwise.

  2. Entry fee for seniors will be €5 and €2 for juniors.

  3. A pool of €2 is optional for seniors.

  4. No fishing on the competition day before 10.00am

    The Weigh-In

  5. The weigh-in will be held in Coughlans butchers at 6.00pm sharp unless stated otherwise.

  6. Competitors with fish to be weighed must be at the weigh-in between 5.45 and 6.00pm.

  7. Any competitor that enters an undersized fish will be disqualified and will forfeit their entry fee. No points will be awarded.

  8. Competitors can only enter fish for weighing that they themselves caught.

  9. Any complaints must be addressed to the weigh master before 6.30pm.

  10. Competitors can appeal any decision by writing to the secretary within 5 working days.

    Fishing Rules

  11. Fish must be caught on the competition day between 10.00am and 6.00pm.

  12. Fish must be caught within the association's water boundaries.

  13. Fish must be caught within the associations rules.

  14. Anyone found fishing illegally or not observing association rules could be disqualified from the competition or / and cease to be a member of the association. Their entry fee would also be forfeited. No points will be given.

  15. Competitors must not encroach another competitors pool unless invited to do so.

  16. Only trout will be weighed in for trout competitions.

  17. Fishing from boats is not allowed.

  18. The winner and subsequent placings are decided by the the competitor with the heaviest fish then 2nd heaviest fish and so on.

    The League Title

  19. There will be 6 competitions (heats).

  20. one point will be awarded for entering each heat.

  21.  Extra points will be awarded for competitors that caught fish. These are as follows
    10 points for the winner of the heat
    9 points for 2nd
    8 points for 3rd
    7 points for 4th
    6 points for 5th
    5 points for 6th
    4 points for 7th
    3 points for 8th
    2 points for 9th
    1 point for all other subsequent placings. No extra points for competitiors that didn't catch fish.
  22. The winner of the league will be the competitor with the most points accumulated after all the heats.
  23. If any two or more competitors finish with equal points then the following in order will the winner and subsequent placings.
    (a). The competitor that has entered most competitions.
    (b). The competitor that has more highest placings in the heats. e.g. A competitor who came 1st in two heats will beat a competitor who only came 1st in one heat. If the number of 1st placings in the heats does not seperate then it goes to subsequent placings.
    (c). The competitor that has the heaviest fish in any of the heats.
    (d). If still two or more competitors finish equal then a tie will bw awarded.
  24. The league trophy will be awarded to the league winner.


    Prizes (Heats)
  25. The competitor with:
    (a). The heaviest fish will receive 1st. place and 1st. prize.
    (b). 2nd. heaviest fish will receive 2nd place and 2nd prize.
    (c). 3rd heaviest fish will receive 3rd place and 3rd prize.
  26. (a). If only two competitors weighs in fish then the 3rd prize is raffled between the remaining competitors. 
    (b). If only one competitor weighs in fish then the 2nd and 3rd prizes is raffled between the remaining competitors. 
    (c). If no fish is weighed in the senior and junior competitions then the competition will be competed again at the next (non bank holiday) weekend.
    (d). If no competitors in the junior competition weigh in fish but the seniors do weigh in fish then a raffle will decide 1st, 2nd, and 3rd prizes in the junior competition.
    (e). If no competitors in the senior competition weigh in fish but the juniors do weigh in fish then the senior competition only will be competed again at the next (non bank holiday) weekend.
  27. If any two or more competitors fish weights are the same then:
    (a). The same prize will be given to each competitor.
    (b). The same points will be given to each competitor. e.g. 3rd place, 8 points each


    The Angler of the Year Final:
  28. To enter the final each competitor must have accumulated at least 6 points over the heats.
  29. The heaviest will decide the winner on the day.
  30. If no fish are entered for weighing then:
    (a). The winner will be the competitor with the most league points.
    (b). 2nd will be the competitor that finished 2nd in the league.
    (c). 3rd will be the competitor that finished 3rd in the league.
  31. If there is a winner but no 2nd and 3rd place then:
    (a). 2nd will be the competitor that finished 1st in the league.
    (b). 3rd will be the competitor that finished 2nd in the league.
  32. If there is a winner and 2nd place but no 3rd place then:
    (a). 3rd will be the competitor that finished 1st in the league.
  33. The above rules for the check-in, weigh-in and fishing apply in the final.
  34. The Credit Union Angler of the Year perpetual cup will be awarded to the winner.
  35. The winner, 2nd and 3rd placings will receive trophies to keep.
  36. Money prizes may or may not be also awarded.
  37. Any senior competitor that has entered all 6 heats will be put into a raffle for a prize.


    Heaviest Trout Competition
  38. The Deerpark Heaviest Trout perpetual cup will be awarded to the winner.
  39. The winner will be the competitor that has recorded the heaviest trout in the heats and including the final.


    Pools
  40. The winner of the pools will receive the full pools money
  41. The winner will be the competitor (senior only) that was the highest placed pools contributor in the competition.

Pike Competition Rules

         Fishing Rules

  1.  All competitions are held on a catch and release basis.

  2. Competitions must be fished within the designated area.

  3. After weighing, all fish must be returned to the water unharmed.

  4. No live bait permitted.

  5. When dead baiting, only semi barbless and a maximum size six hooks permitted.

  6. All fish must be weighed alive.

  7. Competitors, after catching a fish must bring it to a steward for weighing.

  8. A designate member(s) (steward) of the committee must weigh the caught fish.

  9. Check-in times and competition start and finish may vary during the competitons.

  10. Time will be allowed to land a fish hooked before the end of the competition.

  11. The committee's decision is final and any objection must be made in writing within one half hour after the end of the competition.

  12. Failure to observe/comply with any of the rules may result in immediate disqualification from the competition. Entry fee and points may also be forfeited.

  13. Usual club rules also apply.

  14. Weight cards must be handed to a steward at the end of the competition.

    Winter League

  15. The winter league is for seniors only.

  16. The winter league will consist of five competitions.

  17. Ten points will be awarded to each competitor for entering and participating for a minimum of one hour in each individual competition.

  18. If a competitor catches a fish then a point will be awarded per pound weight of the fish. If the weight of the fish is 8 ozs or more over a pound then a further point will be given e.g. a fish weighing 3 lb 7 ozs  will give the captor 3 extra points. A fish weighing 3 lb 8 ozs will give the captor 4 extra points.

  19. The winner of each individual competition is the competitor with the heaviest fish on the day. Second and third places will be the competitors with the 2nd and 3rd heaviest fish respectively on the day.

  20. Any prizes in an individual competition that is not won will be kept over for the overall prizes at the end of the winter league.

  21. Extra points will be awarded for the following:
    (a). The winner in each individual competition: 10 points
    (b). Second place in each individual competition: 8 points
    (c). Third place in each individual competition: 6 points

  22. The winner of the winter League is the competitor that has accumulated the most points after the five competitions. The winner will receive the Sean and Maureen Dunphy perpetual cup.

  23. If two or more competitors have equal points after the five competitions then the following in order will decide the placing.
    (a). The competitor who has the heaviest accumulative weight of fish over the five competitions.
    (b). The competitor with the heaviest, 2nd,3rd etc. heaviest fish over the five competitions.

  24. The John Malone Memorial perpetual trophy (sponsored by Dan Carmody) will be presented to the competitor who records the heaviest fish over the five competitions.

          Coarse Competition Rules

  1. Competitors shall fish with asingle rod (or pole), line and hook only, at any time. They may however have any number of assembled tackles ready for alternative use.

  2. A competitor must fish from a point not greater than one meter from their peg. The fishing area (swim) shall normally be defined by points mid-way between the competitors peg and those of their letf and right neighbours.

  3. A competitor may break the surface of the water prior to the start of the competition to preform the following tasks:
    (a). To clear their swim of weed and obstructions.
    (b). To position their keepnet and tackle.
    (c). To wet and mix their groundbait
    (d). To plumb the depth of the swim. In plumbing the depth before the start, the angler must not in any way introduce groundbait or bait to their swim. Any fish accidentally hooked while plumbing must be returned to the water and not placed in the keepnet.

  4. Competitors may use all hook baits with the exception of live and dead fish and artificial lures.

  5. Fish caught  must be retained in a suitable keepnet. All fish should be carefully unhooked and gently handled. All Fish, after weighing, must be gently returned alive to the water. Dead fish will not be weighed in.

  6. All species of coarse fish except pike may count for the weigh in.

  7. A competitior may not leave their peg save to answer the call of nature or by prior arrangment with the organisors. Within these provisos the angler shall not disturb other competitors. If an angler is away from their peg they must reel in and remove their hook etc. from the water.

  8. At the end of the competiton an angler shall have 15 minutes to land any fish hooked before the end of  the event.

  9. An angler must be present to weigh in their catch except by prior arrangment with the organisers.

  10. Anglers should check their weights on the scales. It is the anglers responsibilty to ensure that their weight is correct.

  11. Objections must be lodged in writing within one hour of the end of the competition.

  12. Competitors found in contravention of these rules may be disqualified or penalised by the organisers.

  13. The descision of the organisers shall be binding in all disputes.

  14. The organisers shall not be responsible for any loss or damage to or by any of the competitiors.

  15. Littered pegs shall not be weighed in, whether or not the litter belongs to the angler or not.

  16. The use of bloodworm or jokers prohibited.

  17. If two or more competitors have equal weights, then the prizes are added together and divided equally by number of competitors with the equal weight.
